Open enrollment for the 2027 Affordable Care Act marketplace will go live on Sunday, Nov. 1, with health insurance rates up by double digits for the entire Philadelphia region. The Affordable Care Act marketplace offers health insurance to people who do not get it from an employer and do not qua lify for other government healthcare programs, such as Medicare and Medicaid. Rates are rising for a number of reasons, including overall increased healthcare costs, declining enrollment and the rollback of COVID era subsidies for middle-income buyers. In Pennsylvania, the average rate for individual health insurance will rise by 15.97%, with each plan having varying increases. In New Jersey, rates will go up on average by 19.8%. And in Delaware, rates will rise by an average of 17.2% for plans through Highmark Blue Cross Blue Shield. Rates will rise by an average of 13.94% for AmeriHealth Caritas plans. Each plan will have its own increase in rates, and people can choose to keep or switch their plans by going into their state’s marketplace. If current enrollees do not go into the marketplace to change their plan, they will be auto-renewed into the plan they have. Also, another important factor for health insurance is the plan’s deductible, which is the out-of-pocket cost for healthcare expenses or claims before the insurance begins coverage.
