Wilmington Mayor, police chief, release statements on officerinvolved shooting

The Mayor of Wilmington and the Chief of Police of the Wilmington Police Department released statements regarding the investigation into the fatal shooting of 19-year-old Kadir Skinner.

Police said an officer saw Kadir Skinner exiting a nearby house with a gun pointed towards the crowd. When approached by officers, Skinner ran, and an officer shot him, according to investigators.
The officer involved in the shooting incident has been placed on administrative leave, as is the standard protocol following an officer-involved shooting.
“We owe that to the family of the deceased, to all parties involved, and to every member of our community who deserves confidence that these investigations will be conducted fairly, professionally, and without bias,” said Mayor John Carney.
Police Chief Wilfredo Campos reported that two separate investigations are underway for the fatal shooting on June 14. The Wilmington Police Department’s Criminal Investigation Division and Office of Professional Standards are conducting one investigation, while the Delaware Department of Justice Division of Civil Rights and Public Trust is conducting the other.
According to Mayor John Carney, one investigation is being conducted to determine whether there was a violation of law, while the other will determine whether there was a violation of internal policy.
“We encourage anyone with information or who may have video capturing any portion of this incident to come forward to assist investigators with WPD and the Department of Justice,” said Chief Campos.
Mayor Carney explained that the video received by neighbors and residents surrounding the scene of the incident would aid in the investigators’ review of existing footage and recordings.
“But the reality is our city continues to face challenges, and public safety can only be achieved through community trust,” Mayor Carney said. “They are not competing priorities – they must go hand in hand.”
