COLUMBIA, S.C. (WOLO)– Weds, April 29, 2026, judges with the U.S. Fourth Circuit Court ruled the Columbia Police officer who shot and killed a teen after they ran from him does not have qualified immunity. It happened in 2020 when Columbia Police Officer Kevin Davis shot and killed 17-year-old Joshua Ruffin after he was running away from the officer in the North Main Street area. According to the report, Ruffin did have a firearm on him, but didn’t make any threatening move toward the officer.
