Marion County Sheriff’s Office deputies arrested a man accused of a federal immigration crime on Thursday, April 16, around 8:45 a.m. at the Marion County Courthouse in downtown Salem. The arrest was based on a warrant signed by a federal judge. The deputies turned the man over to federal agent s with the U.S. Department of Homeland Security outside the courthouse, according to Sgt. Jeremy Schwab, the sheriff’s office public information officer.  Sheriff’s deputies provide security for the courthouse. Federal agents didn’t assist with the arrest, Schwab said. The sheriff’s office identified the man as Javier Osorio-Altamira, 49. U.S. Magistrate Judge Amy E. Potter ordered Osorio-Altamira’s arrest March 16 based on a charge in Eugene U.S. District Court that he re-entered the U.S. illegally, according to a copy of the warrant the sheriff’s office provided to Salem Reporter. He was previously deported from the U.S. three times in 2015 and 2016, according to a criminal complaint in the federal case. Osorio-Altamira appeared in court Thursday morning for a hearing in a local criminal case. Marion County prosecutors charged him in January with six counts of first-degree sexual abuse of a child under 14, court records show. He was released on bail and lives in Woodburn, court records indicate. Oregon’s sanctuary law prohibits local authorities from cooperating with federal immigration officials. They are only allowed to assist immigration agents with arrests when warrants are signed by a judge. The arrest came three weeks after a high-profile incident where federal immigration agents entered the courthouse to arrest two men, including one on the basis of an administrative warrant signed by a federal agent. It was the first apparent immigration arrest inside the courthouse. No court staff assisted in the arrest, said Laura Kerns, spokeswoman for the Oregon Judicial Department, which runs the court.
