To many, it might just look like another construction project in Caldwell, but for neighbors along South 10th Avenue, its a long-awaited fix to a problem years in the making.Crews have begun working to replace a decades-old wate r line originally installed in the 1940s, with a new 12-inch main to improve pressure and reliability for the neighborhood. "Its kind of a bottleneck in our system, and we know that we have to get it replaced." The construction means road closures for drivers.
