Kokua Line: Why is package delivery so slow?

Question: I have been waiting for a package for nearly two weeks (it shipped Oct. 8 and is expected to be delivered Oct. 30, per the U.S. Postal Service) and I was told by the shipper that it was likely due to changes in policy at USPS. Slow boat. Just in time for Christmas. Warn your subscribers!
