A court hearing is scheduled next month to review the proposed conditional release of two men designated as sexually violent predators into the same Boulevard home. State hospital officials have recommended placing Michael Poulsom and Reynaldo Delrosario at 2135 McCain Valley Road. A hearing to c onsider the Boulevard placement was initially scheduled for Thursday, but sheriff’s officials said this week that the hearing will now be held on Nov. 12 at the San Diego Central Courthouse. Both men are classified as sexually violent predators, a designation for those convicted of sexually violent offenses and diagnosed with a mental disorder that makes a person likely to re-offend. Poulsom was convicted of lewd and lascivious acts on a child under 14, while Delrosario was convicted of annoying or molesting children and lewd or lascivious acts with a child under 14 by force or fear. After serving their prison sentences, SVPs undergo treatment at state hospitals, but may also petition courts to continue treatment in outpatient locations, where they are monitored via GPS, among other measures. While residents of regions where SVP placements have been proposed have largely opposed those placements, Liberty Healthcare, which operates the state’s conditional release program for sexually violent predators, has said no SVPs have re-offended in the history of the program. However, the SVP conditional release program has come under scrutiny after an SVP placed in Rancho Bernardo, Merle Wakefield, allegedly removed his GPS monitoring device and fled late last month. Wakefield remains at large. In the wake of that incident, the San Diego County Board of Supervisors voted earlier this month to oppose the proposed placements of Poulsom and Delrosario at the Boulevard home. The board also voted to oppose the placement of another SVP, John Phillips, at a Borrego Springs home. Phillips’ release has already been granted by a judge. Residents who wish to weigh in on the proposed Boulevard placements may do so at the Nov. 12 hearing, during which members of the public may make comments to the court regarding the suitability of the placement. That hearing will be held at 9 a.m. in Dept. 1702 of the San Diego Central Courthouse before Superior Court Judge Theodore Weathers. Public comments may also be submitted from Oct. 16 until Nov. 5 to the SAFE Task Force, a regional law enforcement team that monitors and enforces sex offender registration laws in the county. ...read more read less
