State hospital lacks capacity to treat ill Oregonians amid court rulings, leadership turmoil, grand jury finds

The state’s largest psychiatric facility lacks the capacity to adequately provide treatment needed to help people rejoin the community or participate in court, a Marion County grand jury found.
The grand jury finished a monthslong investigation into the Oregon State Hospital on Monday, Sept. 28
, and identified 19 concerns ranging from use of seclusion rooms and inadequate staff training to leadership turnover and federal court rulings.
