Authorities have identified Frederic Carl Hewett as the second victim of a fatal plane crash at San Diego's Montgomery-Gibbs Executive Airport on Sept. 7. The accident also claimed the life of 45-year-old Roger Shimizu when their Cessna airplane caught fire on the runway during what witnesses descri bed as a training maneuver.
