The Idaho Potato Drop is returning to downtown Boise this New Year's Eve, but it will not be held in its traditional location outside the Idaho State Capitol.Founder and organizer Dylan Cline clarified Friday that the annual cel ebration will move to a new location downtown that is "not far" from its longtime spot at the Capitol.
