NORFOLK, Va. (WAVY) -- Authorities linked two additional disappearances along the Colonial Parkway in Newport News in 1988 to a dead Lancaster County man. On April 10, 1988, Richard "Keith" Call, 20, and Cassandra Lee Hailey, 18, attended a party in the University Square area. They left together du ring the early morning hours but never returned home. Call's vehicle was found abandoned later that day near the York River Overlook. While their remains were never found, the Federal Bureau of Investigation's Norfolk Field Office determined Alan Wade Wilmer Sr. of Lancaster County was responsible for their deaths following an exhaustive review of evidence and a convergence of investigative findings. According to a release, the determination was based on the "totality of circumstances," identifying significant similarities between the disappearances of Call and Hailey and other regional killings connected to Wilmer Sr. This includes matching patterns in timing, location and the manner in which the victims disappeared. The U.S. Attorney's Office for the Eastern District of Virginia confirmed that if Wilmer Sr. was alive, the evidence developed through the investigation would have supported federal prosecution. “We are grateful to the families for their patience, strength and trust,” Evans said. “We know that no investigative announcement can erase nearly four decades of pain.
