RICHMOND, Va. (WRIC) — Richmond city councilwoman Kenya Gibson is demanding an outside investigation into the city's housing authority after allegations of "sexual exploitation" involving its employees recently surfaced. In a Sept. 1 letter to the Richmond Redevelopment and Housing Authority (RRH A), Gibson said it was "disturbing" to read about the sexual misconduct allegations involving RRHA employees in Gilpin Court recently reported by a Richmond news outlet. "It appears that RRHA felt that calling a team meeting to remind employees not to haveinappropriate contact with residents was the appropriate response," Gibson's letter reads, in part. "This is appalling." The allegations detailed "alarming" resident complaints, as well as the housing authority's work delays and inability to enforce a zero-tolerance policy, per Gibson's memo. They also alleged resident retaliation. RRHA Chair Eddie Jackson, Jr. responded on the same day and said the authority has conducted a "thorough and impartial investigation" into the allegations, including interviews with the involved parties. He added that possible disciplinary actions include suspension and termination of employment, but refused to comment on "specifics of personnel-related matters." Jackson said the RRHA will be following the "appropriate policy and procedures" per outside legal counsel's guidance. He denied all allegations Gibson brought forth and called them "entirely untrue" — specifically regarding the alleged RRHA team meeting, saying that "does not align with the facts." In a Friday statement to 8News, Gibson said the allegations revealed evidence of "gross misuses of power in the form of sexual exploitation." Gibson said that, although she has a limited role in the governance of the RRHA, she wrote the letter seeking change and reassurance -- and instead received "a defensive response" from the agency. "The chair of the commissioners is exactly the person I would hope and expect to make a public call for a comprehensive outside investigation," Gibson's statement reads. "Mr. Jackson openly acknowledges hiring legal counsel which protects the authority. The question I’m asking is who is protecting their residents?" RRHA provides housing for low-income, senior and residents with disabilities in the city, according to its website.
