The suspect in Sunday's dramatic shootout with Oakland police, who had allegedly been threatening a woman and who subsequently set fire to an abandoned house, was released from prison last year after serving 20 years.44-year-old Aleem Spencer was already on the radar of parole officers in Oakland af ter they reported multiple arrests and parole violations in the last year since his release from prison. Spencer was then allegedly involved in an altercation with a woman Sunday morning in East Oakland's Manzanita Park in which he threatened to kill her, which led to a confrontation with police in which he allegedly exchanged gunfire with officers before fleeing on foot.Spencer was seen on surveillance video hopping fences and taking refuge in one resident's basement while she was at home, without her knowledge. He then reportedly entered an abandoned home on the 2600 block of 22nd Avenue where he was later surrounded by police. In the course of a standoff, Spencer allegedly began throwing cans of flammable liquid at officers, and then set fire to the home, before he was ultimately taken away on a stretcher with apparent smoke inhalation injuries and arrested.As KTVU reported Tuesday, via court records, Spencer was on parole for the past year after serving 20 years for assault with intent to commit a sex crime, and was considered a sex offender after that 2005 crime. In that time out on parole he had already reportedly been arrested for several parole violations, including being in possession of a loaded rifle with a 30-round magazine.A parole officer reportedly wrote in a recent report obtained by KTVU, "Unfortunately, Spencer has shown no progress in changing his criminal lifestyle, and his failures illustrate his resistance to positive changes."Spencer reportedly remains hospitalized, and will be transferred to Santa Rita Jail once he is medically cleared.This is the second case in a week about which questions are likely to be raised with regard to the Alameda County parole system. A suspect arrested in an alleged stabbing spree last Monday in East Oakland, 34-year-old Jose Jesus Rodriguez, was also on parole after a conviction for a stabbing spree that occurred in 2019.Rodriguez was on supervised parole since his 2023 release, and had already committed multiple parole violations, with one parole officer saying that his behavior posed "a significant threat to the community."As KTVU's legal analyst Steven Clark told the station last week, the case is guaranteed to raise alarm in the community about how individuals qualify for parole and remain free after multiple violations.
