A police officer who shot and killed a New Jersey college student in Montgomery County, Pennsylvania, faces criminal charges, officials announced. Upper Pottsgrove Police Corporal Sean Farrell, 58, is charged with voluntary manslaughter in connection to the deadly shooting of 22-year-old Glenwood Earl Pysher IV. Farrell responded to a report of a man in the back of a home on Snyder Road. According to footage from his body worn camera, Cpl. Farrell walked down the driveway with his department-issued firearm drawn. Farrell positioned himself behind a red car in the driveway and spotted a man – later identified as Glenwood Pysher – standing on the patio, officials said. Cpl. Farrell then yelled, “Police, let me see your hands,” and “Hands up, hands up now, drop to the ground,” according to investigators. The video shows Pysher clearly raising his hands in the air and walking towards Cpl. Farrell, officials said. Cpl. Farrell then once again yelled for Pysher to “drop to the ground,” according to investigators. Cpl. Farrell then yelled, “Stop or I’ll…” and then fired two shots before finishing his sentence, shooting Pysher twice in the chest, officials said. Pysher was 17 to 20 feet away from Farrell at the time of the shooting, according to investigators. Investigators recovered two fired cartridge casings from Cpl. Farrell’s gun. No other weapon was recovered and officials determined Pysher was unarmed at the time of the shooting. Investigators later determined Pysher was out celebrating a friend’s birthday at several bars in the area on the night of Saturday, Aug. 22. A designated driver drove Pysher and others to their friend’s house but Pysher left the home around 11:30 p.m. to walk a half mile to a different friend’s house to continue drinking, officials said. Pysher then walked to back patio of the wrong home, believing it was where his friend lived. After investigating the shooting, officials determined Cpl. Farrell was not justified in his use of deadly force. “The investigation found that Cpl. Farrell had less-than-lethal options on his utility belt that he did not employ, including a taser,” Montgomery County District Attorney Kevin Steele said on Tuesday, Sept. 1. “At the time of the shooting, the officer was a safe distance from Pysher behind a car, and the victim had his hands in the air and did not possess any type of weapon. Mr. Pysher was not a threat. This is not a legal use of deadly force, leading to the charge of voluntary manslaughter.” Farrell turned himself in to Montgomery County detectives on Tuesday, Sept. 1, and is awaiting his arraignment, at which time his bail will be set and a preliminary hearing will be scheduled.
