With goats settling into their pens, sheep getting last-minute trims and crews assembling stages, preparations were underway Wednesday for the return of the Oregon State Fair. The fair opens Friday, Aug. 28, and runs through Labor Day, Sept. 7, bringing 11 days of livestock, carnival rides, conce ssions, competitions and live entertainment to Salem.
