Philadelphia contractor charged with home improvement fraud

A Philadelphia contractor was arrested and charged with multiple counts of home improvement fraud after officials said he failed to complete work he was paid to do for at least three residents in Bensalem and Middletown, Pennsylvania.
According to the Bensalem Township Police Department, 46-year-
old Shawn Hagan, of Hagan Home Concepts, was arrested this week in connection with a multi-jurisdictional fraud investigation.
On May 18, 2026, police were contacted by a resident who reported entering into an agreement with Hagan to construct an addition to the home at an estimated cost of $72,000. The victim told police he paid Hagan $46,725.
Officials said Hagan began work on the project’s foundation but then stopped communicating with the client and did not complete the work.
Ten days later, on May 28, Middletown Police were contacted by a resident who reported hiring Hagan to complete a major home renovation at an estimated cost of $172,700. Hagan was paid $107,566 before any work began, police said.
During the following five months, police said Hagan completed only demolition-related activities and some framing work, failing to make “meaningful progress” toward the construction and renovation phases of the project.
Moreover, Middletown Township Building and Zoning officials inspected Hagan’s work and issued a stop-work order due to deficiencies and his failure to perform the work in accordance with the approved plans.
In addition, a third resident told Bensalem Police that they paid Hagan $24,000 toward the estimated $58,000 cost of an addition to their home. According to the victim, work on the project never began, and the money paid to Hagan was never refunded.
Hagan was charged with multiple counts of home improvement fraud, theft by deception, deceptive business practices and receiving stolen property.
On Aug. 19, 2026, a judge set Hagan’s bail at 10% of $750,000, and he was remanded to the Bucks County Correctional Facility.
