Carmel completes emergency infrastructure work but warns against river use
Aug 19, 2026
CARMEL, Ind. (WRTV) Crews finished an emergency project to protect critical utility pipes near 106th Street and Hazel Dell Parkway following recent flooding. While the area remains off-limits to the public, city officials said t
he work to stabilize the infrastructure is complete. The project began when Carmel crews and local engineering partners built a temporary dam across the water flow. Officials said the barrier calmed the water around the pipes and eased structural concerns. The Indiana National Guard provided a second layer of protection. Two Black Hawk helicopter crews dropped 2,000-pound sandbags to create a backup barrier in case water breaches the first dam.Mayor Sue Finkam said the floods affected 250 homes and displaced residents from more than 40 of those houses because the power was cut.Our concern largely lies with our residents who were greatly affected by the floods and who have been displaced form their homes, Finkam said. We still have over 40 homes that we have residents displaced from with power deenergized. 250 homes are affected. Of course, our incredible employer here Martin Marietta is greatly impacted, so our hearts and prayers are with those residents and those employees whose live changed literally overnight.Even though the emergency work is finished, the White River is not yet safe for swimming or boating. Officials are asking everyone to stay off the river until further notice.
