Masked man reportedly harassing people near City Hall in Philadelphia

Police are investigating reports of a masked man who witnesses say has been chasing and harassing people near Philadelphia City Hall during
the early morning hours.
A warning circulating on social media includes a photo of the man dressed in black and wearing a mask. The person who made the post said the man chased, cornered and threatened her while she was out for a jog.

Others who work near 15th and Market streets in Center City told NBC10 they have also seen the masked man in the area.
“He’s wearing all black with a mask, a scary mask, so you can’t see any of his identifying features. He just comes up and terrorizes people,” Kate Egan, who works in the area, told NBC10.
A security guard who also works nearby shared a photo of the person near City Hall. Multiple witnesses told NBC10 that the man targeted people several times last week during the early morning hours.
The social media post mentioned the man recording, raising questions among people in the area about whether the encounters could be some sort of online prank.
Emmelle Berger, who is from Center City, said she had previously seen a masked man in the subway.
“All the time, especially in the subway, I just saw a man who looked like Blade and was trying to be intimidating, but it wasn’t really intimidating, so I don’t know if this is the thing that’s going on. Hopefully not,” Berger said.
Police are investigating and have surveillance video showing the man.
People who work in the area said they hope the situation is resolved quickly.
“No one wants to go to work in the morning, thinking that they might be harassed somewhere, and it could extend more than just harassment; they could be assaulted,” Egan said.
