A Park City Council election is scheduled more than a year from now. And the people who hold the three seats that will be on the ballot have not spent time mulling the 2027 municipal election. Ed Parigian, Bill Ciraco and Molly Miller said this week they are unsure about their candidacies ne xt year as the municipal government recently posted information about the mechanics of the 2027 election season well before it starts. Parigian, a first-term city councilor, said he has not made a decision. Ciraco, also in his first term, said there are more pressing issues at the moment than next year’s election. Miller, who was appointed this year to City Council to fill Mayor Ryan Dickey’s position, said she is considering seeking a full first term, but has not made a decision. It is typical for incumbent city councilors not to decide this so early. And no outside candidates have publicly launched a City Council campaign for the 2027 election. Announcements of Park City candidacies typically do not occur until the period before the filing window opens, when campaigns must be formalized. In some cases, a candidate does not make known their intentions until they file the required declaration. The next period when a candidate must file campaign paperwork at the Marsac Building runs June 1-4 and June 7, 2027. The municipal government, though, recently posted information online about the 2027 election, saying the details were included as part of a website redesign and published as an alternative to retaining information from an earlier election or not posting anything. The information is basic in nature and similar to what is typically disseminated as an election approaches. Next year’s general election is Nov. 2, 2027. A primary election would be held on Aug. 10, 2027, should there be more than six candidates. A primary would reduce the field to six for Election Day. The election will be conducted via mail-in balloting. The posting covers candidate qualifications as well. Someone must be a U.S. citizen, a registered voter in Park City, and have been a resident of Park City, or an area that was recently annexed into the city, for a minimum of 12 straight months before Election Day. The 2027 election will follow two years after a tense 2025 campaign when voters selected a mayor and two members of the City Council. Ryan Dickey, a city councilor at the time, won the mayor’s office by 7 votes, while incumbent City Councilor Tana Toly and not-for-profit executive Diego Zegarra took the two city council seats by wide margins. Miller was selected to serve the remaining time of the City Council term vacated by Dickey. The 2027 election is expected to hinge on long-running issues in Park City that have tended to be crucial to elections for decades. Growth, traffic and the economy have been staples of Park City elections since at least the 1990s. The election next year will be held less than seven years before the 2034 Winter Olympics, and the municipal government’s preparations for the Games will likely be an issue during the campaign. The City Council terms on the ballot next year run from early 2028 until early 2032, a four-year stretch when significant progress on the Games work is anticipated.
