The National Weather Service issued an updated flash flood warning at 12:39 a.m. on Monday in effect until 3:45 a.m. for Chenango, Delaware and Otsego counties."At 12:39 a.m., Doppler radar indicated thunderstorms producing heavy rain in Bainbridge.
