The National Weather Service issued a flash flood warning at 8:30 p.m. on Sunday in effect until 11:30 p.m. for Broome, Chenango and Tioga counties."At 8:30 p.m., Doppler radar indicated heavy rain across the warned area. Between 1 and 1.5 inches of rain has already fallen and another round of inten se rainfall is entering the warned area. Flash flooding is ongoing or expected to begin shortly," according to the weather service.
