The National Weather Service issued a flash flood warning at 8:30 p.m. on Sunday in effect until 11:30 p.m. for Broome, Chenango and Tioga counties."At 8:30 p.m., Doppler radar indicated heavy rain across the warned area. Between 1 and 1.5 inches of rain has already fallen and another round of inten se rainfall is entering the warned area.
