San Diego police on Monday released video and 911-call audio shedding light on the events that led to a deadly shooting by police at a downtown apartment last month. In the June 23 incident, three police officers opened fire on 32-year-old Josue White, killing him after a SWAT Standoff at the apa rtment building on Sixth Avenue and Cedar Street. The video released Monday started with audio of the 911 call that initiated the police response to the Cortez Hill apartment. In it, the building manager alerted a dispatcher that one of his tenants had been stabbed by her 32-year-old son, later identified as 32-year-old Josue White. The woman told the dispatcher her son had schizophrenia and bipolar disorder, was experiencing a mental health episode, and had barricaded himself inside their apartment with a 5-6 inch knife and baseball bat, according to the video. The mother made it safely outside the building before police arrived and was treated for minor injuries at a hospital, according to Lt. Juan Marquez of the San Diego Sheriff’s Department, which is the lead investigating agency for the shooting. Despite officers’ attempts to coax White out of the apartment, he remained barricaded for hours, at times throwing large objects through a window, which caused damage to a San Diego patrol vehicle and injured an officer, according to San Diego police. About an hour into the incident, smoke began leaking from the apartment, forcing about 100 residents to evacuate. Police then forced entry into the building, video showed. White retreated into another room and San Diego Fire-Rescue crews were called to respond to the fire. Once the fire was subdued, police re-entered the apartment and breached White’s door with a sledgehammer. Video shows White advancing on officers with a knife, at which point at least three officers opened fire. White fell to the ground and medics transported him to the hospital, where he was later pronounced dead. The SDSO’s investigation into the shooting continues. The San Diego County District Attorney’s Office will review the investigation to determine criminal liability. While one officer was hit with an object to his face, no officers were injured, Marquez said. The San Diego County Sheriff’s Office has taken over the investigation. San Diego County law enforcement agencies have a memorandum of understanding that prevents departments from investigating shootings involving their own officers. The District Attorney’s Office will be monitoring the investigation, and eventually the case will be submitted to them, Marquez said. The apartment building is part of the Cedar Gateway Project, one of San Diego’s affordable housing complexes. There are 65 units.
