The San Diego County Medical Examiner has identified the disabled man who was hit and killed while lying in the parking lot of a special needs facility in Fallbrook. Authorities said the victim was 53-year-old Ryan Radabaugh. California Highway Patrol investigators said the incident happened Thur sday morning when a white Honda Odyssey driven by a 23-year-old man rolled over Radabaugh at about 5 to 6 mph. The driver told officers he did not see Radabaugh lying in the parking lot. First responders found Radabaugh awake and breathing, but he had suffered head and arm injuries. He was taken to Palomar Medical Center, where he later died. Investigators said Radabaugh was an attendee at Stepping Stone Resources, a facility for adults with special needs. The incident comes after a previous complaint involving supervision at the facility. According to records from the California Department of Social Services, the agency investigated an allegation in July 2025 that “Staff did not provide adequate supervision to client in care.” The person who filed the complaint told investigators that, on two occasions, an attendee at the facility was observed lying in the parking lot without supervision. The complaint was ultimately ruled unsubstantiated. The evaluator wrote, “Although the allegation may have happened or is valid, there is no preponderance of evidence the alleged violations did or did not occur; therefore, the allegation is unsubstantiated.” It is not known whether the Department of Social Services is investigating the latest incident.
