The National Weather Service issued a special weather statement at 5:13 p.m. on Sunday until 7 p.m. for Chemung and Tioga counties."Afternoon heating has generated a few small clusters of storms in the area early this evening. Through 7 p.m., these cells may generate cloud-to-ground lightning, small hail, and localized gusts of 30-40 mph.
