A city investigating committee Wednesday concluded Mayor Cathy Clark violated two council rules and deserves a “memo of concern” from the full Keizer City Council. The Internal Oversight Committee met behind closed doors on Wednesday to receive an investigator’s report. The city considers t he report confidential and not open to the public. In a subsequent open session, the committee voted to find Clark violated a city council rule regarding decorum among councilors and a council rule about dealing with city staff. No details of the transgressions were released. They based their decision on the confidential report that identified the violations. The committee took no action against Councilor Dan Kohler. The city council voted on June 15 to include him in the investigation by paid outside attorneys but public records show the city focused its investigation “into a councilor’s actions” – the mayor. The oversight committee included Councilors Shaney Starr, Lore Christopher and Kyle Juran. Juran and Christopher kicked off the internal investigation with a June 11 complaint alleging misconduct but not identifying in their complaint either a councilor by name or what the misconduct entailed. The oversight’s recommendations now go to the full city council. Clark will be barred from participating in any discussion or vote on the matter. This story will be updated.
