The Heart of the 4th Music Arts Festival will return for its second year this Saturday. The festival, celebrating Baltimore’s 4th district, will take place from noon to 11 p.m. Saturday at Dewees Park, located at 5501 Ivanhoe Ave. “The Heart of the 4th Music Arts Festival is about c elebrating the people who make our community special,” Baltimore City Councilman Mark Conway said in a statement. “Last year, we saw neighbors come together in an incredible way, and we’re excited to build on that success. We also want people from across Baltimore to experience what makes the Fourth District so special, to see firsthand the talent, culture, businesses, and community spirit that make this part of our City standout. We invite everyone to join us for this celebration.” The inaugural event last year was postponed after a disagreement between Conway and Mayor Brandon Scott, but the festival eventually found its footing. This year, Conway has partnered with DJ Dragn of Motor House and Release Community Outreach to present the community event.
