Park City poised to conduct review of housing potential for various tracts of municipal land

Park City appears poised to conduct an exercise related to the municipal government’s housing efforts that would likely review development potential on various tracts of land.
Park City Councilor Molly Miller broached the topic at a meeting on Thursday. The elected officials were not scheduled
to discuss the matter and offered only limited comments.
The issue was raised the day after a highly charged Park City Planning Commission meeting regarding a development concept in Bonanza Park that involves the municipal government and includes a large bloc of workforce or otherwise income-restricted housing. The Bonanza Park concept has been one of the key issues in the community in recent months.
Miller, at the meeting on Thursday, said there are many questions about the need for housing. She listed housing that is under construction and developments that are being proposed. Miller also said there are typically questions about locations when a project is discussed.
She noted earlier talks highlighted several possible locations for housing. Those discussions included land along Marsac Avenue south of the Marsac Building and another piece of ground on Marsac Avenue, known as the Mine Bench.
Miller said nearly every location encountered “significant and organized neighborhood opposition saying that those units should go someplace else.”
Miller sought support from the City Council to review municipal government-owned ground for potential housing. Others agreed, and it appears the topic will be addressed as part of a broader City Council discussion about housing planned for August. Short-term rentals will also apparently be included in the talk, possibly in relation to housing affordability.
The discussion on Thursday was brief. Neither Mayor Ryan Dickey nor the city councilors delved into details.
City Councilor Bill Ciraco noted a housing project in Hideout, called Silver Meadows, is close to a park-and-ride lot along the S.R. 248 entryway. He also said Park City officials are progressing on housing.
It seems nearly certain that a review of housing possibilities on municipal land will draw attention from Parkites, particularly from those living or owning property in the vicinity of any parcels that may eventually be further studied. There is oftentimes resistance to housing projects, as existing neighborhoods worry about the prospects of increased traffic, the loss of open space and the impact on views.
The Mine Bench was reviewed for housing as recently as 2024. A majority of the City Council at the time signaled it did not support a concept for what would have been an especially dense workforce housing project. That process highlighted a divide between Old Town residents and business interests.
The municipal government is involved in two high-profile discussions regarding housing concepts: Bonanza Park and Clark Ranch. Both remain unresolved and have spurred organized opposition.
Park City leaders have pursued workforce or otherwise income-restricted housing for decades in an effort to assist those priced out of Park City’s resort-driven real estate and rental markets. Housing supporters have long described benefits to the efforts, including increasing socioeconomic diversity and decreasing commuter traffic.
