State sues Andover landowner to reopen Northern Rail Trail

The New Hampshire Department of Justice filed the lawsuit against Leonard Caron of Andover, who put jersey barriers at each end of a mile-long stretch of trail following a dispute over whether he could use heavy machinery on the trail to access some of his property.
