US Marshals offer $5,000 reward for each suspect in murder of Penn State student

One man is in custody and two teenage suspects remain at large in connection with the murder of a Penn State student, District Attorney Larry Krasner said.
In a news conference on Wednesday, Krasner formally announced the expected charges against Kaiseem Smith and Azzubair Outen-Fleming, both 1
6 years old, who are wanted for the murder of 22-year-old William “Billy” Schmidt.
Smith and Outen-Fleming are expected to face multiple charges including murder, criminal conspiracy, robbery and other charges, the district attorney said.
Moreover, Krasner said the stepfather of Outen-Fleming was arrested and charged with hindering apprehension, obstruction of justice and tampering with evidence in connection with this murder case.
Krasner’s announcement came the same day the U.S. Marshals announced they are offering a $5,000 reward for information leading to the arrests of the two teen suspects.
On Tuesday, the Philadelphia Police Department issued arrest warrants for Smith and Outen-Fleming.
Schmidt was shot and killed just steps from his front door around 1:30 a.m. on June 6, 2026, near 20th and Durfor streets in South Philadelphia.
Video from a neighbor’s porch camera shows two young men speaking with Schmidt, who is off camera. Seconds later, Schmidt appears to follow them into the street.
The video also captured Schmidt saying, “Give me back my phone.”
Moments later, a gunshot can be heard.
The Marshals Fugitive Task Force in Philadelphia was asked to assist in the suspects’ apprehension and is leading the fugitive investigations.
Officials said the $5,000 reward will be processed “immediately upon arrest and not upon conviction.
Kaiseem Smith stands 4 feet,10 inches and weighs approximately 110 pounds. He is a resident of Wilmington, Delaware, and is known to frequent the 27th and Reed area of Philadelphia.
Azzubair Outen-Fleming is 5 feet, 6 inches and weighs approximately 145 pounds. He goes by the nickname “Zubair” and was last seen on the 3400 block of Germantown Avenue.
Officials said both teens should be considered armed and dangerous.
“Surrender now. If you choose to remain fugitives, the Marshals Service will relentlessly pursue every lead, every associate, and every tip until you are located and taken into custody,” said Supervisory Deputy U.S. Marshal Robert Clark.
