A Norristown man was accused by Attorney General Dave Sunday of operating a Ponzi scheme that cost investors more than $3.8 million.  Richard L. McNeil, 59, was charged with felony theft by deception, dealing in proceeds of unlawful activity, and violations of the Pennsylvania Securities Ac t.  The charges against McNeil were filed on Friday, June 26, 2026. McNeil turned himself in to officials on Monday, June 29, 2026.  In the investigation, conducted by Pennsylvania State Police and the Office of Attorney General’s Financial Crime Section, it was found that McNeil solicited funds from investors, officials said. McNeil allegedly guaranteed investors monthly interest payments and a return of their full principal investment by the end of the term.   “This defendant duped dozens of people into investing substantial funds — victims who believed they were to see monthly gains but instead were left with depleted bank accounts and unanswered pleas for their money,” said Attorney General Sunday.    Investigators say that more than $1.8 million remains owed to 50 of McNeil’s investors. Though some of the initial investors received payouts, other victims of McNeil sustained six-figure losses, and multiple victims lost over $200,000, said officials.  ...read more read less
