A decision regarding the redevelopment of Bonanza Park acreage owned by the Park City municipal government could be made by early fall. The municipal government and a partner, Chicago-based Brinshore Development, are pursuing an ambitious project on land stretching inward from the southwest corn er of the Bonanza Drive-Kearns Boulevard intersection. The proposal involves a mix of uses, including 88 units of income-restricted housing. The Park City Planning Commission started its discussions about the proposal on Wednesday. There is organized opposition to the development proposal brought to the Planning Commission. Some in Park City are pressing leaders to create a park on the land instead of pursuing the current concept. Municipal staffers drafted a proposed timeline for the Planning Commission talks that was included in the materials released in anticipation of the meeting that was held on Wednesday. The proposed timeline for Planning Commission meetings: • July 8, when a public hearing would be held. The Planning Commission would also address the impacts of traffic and housing. • Aug. 12, when a public hearing would be held and the Planning Commission would continue its review. • Aug. 26, when a public hearing would be held. The proposed timeline indicates a Planning Commission vote could be cast at the meeting or the matter could be continued to a meeting on Sept. 9. The materials note that there could be additional Planning Commission meetings should the panel want them. The timeline appears to be aggressive for a concept as consequential as the one the partnership has proposed. The Planning Commission sometimes spends months or even longer on deliberations about large development proposals. The panel is not bound by the proposed timeline. The meeting on Wednesday was introductory in nature, and the Planning Commission was not expected to make significant progress. The upcoming meetings, though, are anticipated to be grueling, as the Planning Commission, the development partnership and the public engage in what could be difficult talks about the high-profile location. The upcoming meetings will spotlight issues that can sometimes entangle a development concept, such as the traffic impacts and the heights of buildings. The location at a busy, visible intersection could intensify those sorts of issues. The municipal government on Friday provided a prepared statement addressing the published timeline: “The timeline reflected in the staff report is the city’s current anticipated schedule. We make every effort to adhere to published timelines, but meeting dates can change as an application moves through the review process. If the schedule changes, the city will provide notice consistent with applicable laws and our established public noticing practices.” The timeline suggests there could be movement in a short period of time after years of talks about the development prospects of the land. It is notable with the land having come to symbolize what some in the community perceive to have been a lack of progress by the municipal government since the depths of the pandemic. A previous owner starting in the early 2010s attempted to redevelop the land, but a project did not proceed amid design-related concerns. The owner ultimately sold the approximately 5 acres to the municipal government in 2017 in a $19.5 million deal. Park City officials acquired the land with the intention of creating an arts and culture district anchored by the Kimball Art Center and the Utah offices of the Sundance Institute. That concept also failed to proceed, with the Kimball Art Center opting for a location in the Snyderville Basin and mounting costs at the site causing Sundance to back off relocating its Utah headquarters there in 2022, and then the Sundance Film Festival leaving the state after this year.
