(Opinion) As city schools crumble, the school board spends money to draw up a new master plan for repair — two years after paying for a master plan it never used. Meanwhile math errors on grant applications set back plans to actually fix stuff. Might the responsibility for that ultima tely rest with a mayor who sits on the school board and appoints most of its members? What about when there’s scandal and ripple-effect turnover in the part of government that helps those most in need? Or is there nothing to see here?
