A partnership involving the Park City municipal government made an appearance at the Marsac Building on Wednesday, introducing a development concept to the Park City Planning Commission. It was a cordial meeting that did not reflect the tension that is expected later as the Planning Commission e ventually delves into the details and holds public hearings. The municipal government and a Chicago-area firm called Brinshore Development are partnering on a project on acreage held by Park City. The approximately 5 acres stretch inward from the southwest corner of the intersection of Bonanza Drive and Kearns Boulevard. The concept calls for a large bloc of workforce or otherwise income-restricted housing, with a mix of other uses sought by the partnership. The concept includes: 88 units of income-restricted rentals. 18 rentals without income restrictions. More than 30,000 square feet for a variety of tenants, such as retailers, restaurants, cafes and art spaces for not-for-profit organizations. A childcare location. 2 acres of open space. Credit: David Jackson/Park Record The development team outlined that the residences would be on the upstairs floors while the ground floor would be retailers, arts spaces or other sorts of tenants. The team also highlighted the ground that would be left undeveloped would be located toward the interior of the project, away from roads. The partnership wants an approval to develop taller buildings than allowed through the underlying zoning. Building heights are expected to be a crucial point through the Planning Commission review with the land occupying such a sensitive spot with views toward the slopes of Park City Mountain and Deer Valley Resort. The Planning Commission noted the height in brief comments. The development team explained the mixes of uses led to the taller building designs. There was a mention of the concept’s architectural features adding to the height. Members of the Planning Commission signaled they wanted information comparing the heights to the development rules. The Planning Commission also touched on parking, with the development partnership seeking to include more spots than required. There were questions about why additional parking would be put at a location that is already heavily congested. The concept has spurred organized opposition and there were critics at the meeting. There are concerns about the location of a development like the one under consideration, including the impacts on traffic and views. A movement is underway to attempt to influence Park City’s elected officials to instead create park space on the ground. The Planning Commission, though, is charged with considering the current application for development rather than engaging in the talks about creating park space instead. The Planning Commission earlier on Wednesday visited the land with the development team. The tour highlighted with orange cones where the buildings are proposed. The planning commissioners and others on the tour heard about a location along Bonanza Drive where commercial space would be put and that artist studios would be placed just off Kearns Boulevard. One of the figures involved with an opposition group called PLACE PC, Betsy Wallace, was in attendance at the meeting on Wednesday. She said afterward there is concern about the amount of open space and the views. She also said it remains a “very dense project along the outside of the property.” “I think what you heard tonight was some of the city planners saying, ‘Yeah, I want to see a full visual, street level, of what’s left of the view corridor when these buildings are brought up.’ So, they’re starting to be sensitive about that,” she said in an interview. “And I think that’s good.
