Navy commands launch Gulf Coast defense innovation partnership

Four U.S. Navy research and operational commands have formed a new partnership aimed at accelerating defense technology development and strengthening the Gulf Coast’s defense industrial base through closer collaboration with private industry and higher education.
The partnership, known as the Gulf Coast Defense Catalyst, was formally launched June 23 with the signing of a memorandum of agreement at the National WWII Museum in New Orleans.
The agreement brings together the Naval Information Warfare Center Atlantic, Commander, Naval Meteorology and Oceanography Command, Naval Surface Warfare Center Panama City Division and the U.S. Naval Research Laboratory. The Greater New Orleans Development Foundation will serve as the partnership intermediary, helping coordinate collaboration between the Navy, businesses, startups and academic institutions.
According to the participating organizations, the initiative is designed to connect Navy technology needs with commercial and academic research, with the goal of speeding the development and deployment of new capabilities for military operations while supporting economic development across the Gulf Coast.
“This partnership ensures our Sailors and Marines have the technological edge required to maintain maritime superiority in an era of great power competition,” said NIWC Atlantic Commanding Officer Capt. Matthew O’Neal. “Furthermore, by expanding our collaboration through GCDC and local innovation ecosystems, NIWC Atlantic is proud to deepen our economic footprint in Louisiana, driving high-tech job growth and cultivating a highly specialized, mission-ready workforce right here on the Gulf Coast.”
Officials said the partnership builds on more than a decade of collaboration among the Naval Meteorology and Oceanography Command, Naval Surface Warfare Center Panama City Division and the Naval Research Laboratory. The addition of NIWC Atlantic expands the network’s capabilities and outreach.
The Greater New Orleans Development Foundation plans to develop programs under the initiative that include industry networking events, technology pitch competitions, collaborative research projects, STEM education initiatives and community outreach designed to connect students and businesses with defense innovation opportunities.
“As a Navy research, development, test and evaluation command, partnerships like this are vital to accelerating innovation and transitioning technical expertise into practical solutions,” said Capt. Paul Stence, commanding officer of Naval Surface Warfare Center Panama City Division. “The Gulf Coast’s geographic advantages make it an unparalleled testbed for littoral and mine warfare.”
The organizations also outlined longer-term goals that include establishing a command, control, communications, computers, cyber and intelligence, or C5I, testbed on Lake Pontchartrain and creating a software living lab at The Beach, the University of New Orleans‘ research and technology park.
Louisiana Economic Development Secretary Susan B. Bourgeois said the collaboration strengthens both national security and the state’s economic development strategy.
“Louisiana is fully committed to fostering an environment where defense technology and economic development go hand-in-hand,” Bourgeois said. “This historic partnership not only strengthens our national security but also solidifies Louisiana as a premier, competitive destination for aerospace, cyber and defense industry investments.”
Following the signing ceremony, representatives from the participating commands held a roundtable discussion to identify future collaboration opportunities and priorities for transitioning emerging technologies into operational use.
Greater New Orleans Inc., the regional economic development organization for southeast Louisiana, said the initiative is intended to position the Gulf Coast as a national hub for defense innovation by leveraging the region’s maritime expertise, research institutions and industrial base.
