Donald Trump is scrambling to spin a new headline about a failed attempt to beautify Washington, D.C., and he needs a fall guy to take the blame. The latest project is the $14 million renovation of the Lincoln Memorial Reflecting Pool that voters have called a waste of taxpayers’ money.
