Hayward police said they are looking for a suspect in an attempted kidnapping whom witnessed described as resembling a “Justin Bieber lookalike”. Police said officers were flagged down near Jackson Street and Soto Road on Friday at around 3:15 p.m. for an attempted kidnapping. Authorities said the female victim told officers she was walking north on Soto Road when she encountered a man walking south. As they passed each other, the man suddenly grabbed the victim and forcibly moved her about 15 to 20 feet, according to police. Officials said the victim screamed and struggled to break free until two people who witnessed the incident intervened, causing the suspect to release her and run away. Police said the suspect was last seen running on Soto Road and reached Jackson Street. Law enforcement described him as a white or Hispanic man, approximately 5 feet 7 inches tall, 120 pounds, with bushy hair, thin eyebrows and unique-colored eyes. According to officials, he was wearing a white T-shirt with red paint on it, black pants, and a black crossbody bag.
