Potential Tropical Cyclone One has formed in the Gulf of America. This system has a short window to develop, but does have a chance at becoming Tropical Storm Arthur by Wednesday.Regardless of development, this system will bring heavy rain from the Gulf coast to parts of the Carolinas. Locally, ou r rain amounts depend on the track of the low pressure. As of Tuesday morning, expect rain to move in early Friday with heavy downpours possible.
