Bear Canyon files revised application for new town in Wasatch County

Landowners of one proposed Wasatch County town are seeking another go at incorporation after filing a revised preliminary municipality application with the Utah Lieutenant Governor’s Office.

luded too many landowners. The original application included six landowners instead of the maximum of three.
The Ault family, who are the landowners, filed a revised application with the state on May 8. Evan Ault, on behalf of Metonymy Alaska Trust, is the primary sponsor of the Bear Canyon project. The additional two landowners include Steven Ault and Andrea Oveson.
The proposed town consists of nearly 2,232 acres in Wasatch County and is situated near the southwestern corner of the Deer Creek Reservoir, southwest of Charleston and Daniel.
The revised application shows that Bear Canyon is planned as a resort community to be developed in three phases
Phase one consists of approximately 52 acres and is planned to contain no less than 100 residents upon completion of the 20 single-family residential lots, 15 multi-family residential units, 45 lodge rooms, 10 rental cabins, five glamping units and 50 RV spots.
Phase two consists of approximately 379 acres and will include 57 single-family residential lots, 75 multi-family residential units, 350 lodge rooms, 133 rental cabins and 90 glamping units.
Phase three consists of about 1,800 acres and will include 150 single-family residential lots.
“The proposed town of Bear Canyon is intended to be developed as a cohesive and integrated community with coordinated land uses, infrastructure planning, and service delivery, which qualifies as a resort city, for resort city sales tax purposes,” the revised application states.
Utah state code requires a plan to develop at least seven individuals per square mile. With the proposed plan, the minimum required density for the entire preliminary municipality would be reached in the first phase of the project.
The 2024 law that permits the development of preliminary municipalities only allows two applications to move forward in Utah per year. This year, the other proposed preliminary municipality is Wasatch Highlands — to be built on a 2,700-acre parcel of land east of Heber City and adjacent to the Red Ledges neighborhood.
The move for Wasatch Highlands to incorporate comes after Heber City officials rejected the original development proposal, which Wasatch County supported. In 2024, preliminary municipality primary sponsor Philo Development failed to annex into Heber City.
Wasatch Highlands is one of two preliminary municipality proposals allowed to move forward in the process by the Lt. Governor’s Office. The Bear Canyon application is in review to possibly be the second proposal to move forward this year.
Wasatch County originally planned for some of the land in the proposed municipalities for Wasatch Highlands and Bear Canyon to be preserved.
From May 8, the state has 90 days to hire a consultant to conduct a feasibility study for Bear Canyon. A feasibility study for Wasatch Highlands is already underway. The draft is due on Aug. 12, and the final is due Sept. 11.
The deadline to finish the review of the revised application for Bear Canyon is June 25. Then, the state will need to hire a consultant to conduct a feasibility study.
The feasibility study will determine whether the town’s proposed boundaries could support itself economically. The consultants have 120 days to study the potential population, demographics, tax base, five-year cost and revenue projections, risk and opportunities, analysis of new revenue sources and the fiscal impacts.
Results of the feasibility study will be presented in a public hearing at a future, currently undetermined, date.
The proposed incorporations can be found on the Lt. Governor’s office website. Members of the Ault family did not respond to interview requests by the time of publication. Property owner Andrea Oveson said she did not have a comment on the subject.
