An Upstate New York man has been charged with manslaughter and DWI following a fatal wrong-way crash on Interstate 90.New York State Police said Ibra Ndiaye, 28, of Albany, was driving eastbound in the westbound lanes of I-90 when he allegedly caused a two-car head-on collision early Sunday morning.
