One day after a partial parking garage collapse killed three people and shook the neighborhood in Grays Ferry, Philadelphia’s License and Inspections issued violations to the general contractor and one subcontractor on the project. The NBC10 Investigators found public city records that show the project’s general contractor, HSC Builders, received three violations related to the Grays Ferry project on April 9, 2026. The records show the violations are for working without a valid license, hiring an unlicensed subcontractor, and failure to upload all subcontractors. Two weeks later, LI issued another violation related to the project for failure to cooperate with an audit or investigation. A spokesperson for HSC Builders told us the company is appealing those violations. In a previously issued statement, the company told NBC10, in part, “Our license was promptly renewed within the City’s established renewal window. During that process, we encountered a technical issue with the City’s online licensing system which delayed us by a few days and was resolved quickly.” The company also said it was reviewing the project’s subcontractors to confirm full compliance with licensing requirements. Also on April 9, one of the subcontractors on the project, Precast Services, Inc., was fined $1000 and issued a violation for working without a valid license. It’s unclear if that is related to this project. Precast Services didn’t respond to our requests with this latest information. In a previously issued statement, a company spokesperson told us, in part, “We will continue to work closely with the city, OSHA, our construction partners and other entities to find answers for the families. Our hearts are with them always.” In the days following the collapse, NBC10 Investigators brought questions to the city after finding lapses in licensing for HSC Builders and Precast Services. Additionally, a review of the permit at the time showed only four subcontractors. Now it has expanded to more than three dozen. It is unclear who is responsible for making sure all parties working on a project are properly licensed. Neither LI or CHOP have responded to our questions and requests for comment. The city’s investigation into the collapse is ongoing. A report requested by Mayor Cherelle Parker is due in less than two weeks, but it won’t be released to the public for another few months.
