Residents in Chester are upset after video surfaced appearing to show a woman pouring a substance believed to be bleach onto food left out for neighborhood cats. The Pennsylvania SPCA is now investigating whether the woman attempted to poison the cats. Cell phone video shared with NBC10 appear s to show a woman pouring liquid onto cat food outside a home. “She’s pouring bleach out there poisoning the cats,” a person recording the video can be heard saying. The Pennsylvania SPCA said the video is part of its investigation. Officials said the neighborhood typically has about 15 cats roaming the area on any given day. “Of course it is illegal for someone to cause harm to those cats. So if this is indeed bleach poured onto cat food left outside for cats, it’s a problem,” Pennsylvania SPCA spokesperson Gillian Kocher said. The SPCA said it was notified about the incident on April 16 and executed a search warrant at the woman’s home the following day while looking for evidence. NBC10 went to the home seeking comment but was told to leave. A neighbor who recorded the video said he has been feeding the neighborhood cats for about 15 years. He said he believed the woman tried to poison the cats earlier that same day. “She came back again and I was able to record it,” neighbor Myron Richardson said. “And you saw her putting what you believe is bleach on the food?” NBC10 asked. “Yes, based on the bottle that she had,” Richardson said. In the video, a cat named Jumper approaches the food but does not eat it. The SPCA said no animals were reported harmed. “At first I was real mad. I was very upset because everybody loves Jumper. He’s been outside for over a decade now. Just see someone want to harm a good cat,” owner Olivia Oliver said. The Pennsylvania SPCA said investigators are still waiting for lab results to determine whether the substance poured onto the food was toxic. If it was, the woman could face animal cruelty charges.
