From refugee to city leader: Jimmy Tran breaks barriers in Garland council race

As we continue to celebrate AAPI Heritage Month, the city of Garland is celebrating a milestone, adding even more significance to the month of May.
Jimmy Tran has recently made history in Garland, becoming the first Vietnamese American — and first Asian American — elected to the Garland City
Council.
Tran was sworn in last week to represent District 1.
“As a Vietnamese American with a refugee background, this moment means a lot to me and my family,” Tran told NBC 5.
This marks a significant moment for one of the largest Vietnamese American communities in Texas and the southern United States.
Tran said he understands the weight of the milestone, both personally and for the broader community.
“It is a great honor, and I feel a strong responsibility to do this job well. Garland is home to hardworking families, immigrants, small business owners, veterans, seniors, young professionals, and longtime residents who truly care about this city,” he said.
Garland’s diverse population — including a large and long-established Vietnamese American community — has shaped the city’s cultural and economic landscape for decades. Tran’s election reflects that ongoing evolution, signaling greater representation in local government.
Tran’s family came to the United States in 1994, seeking refuge and opportunity, a story shared by many in Garland’s Vietnamese American community.
“America gave us freedom, opportunity, and a place to call home,” Tran said. “My journey from a refugee background, to software engineer, to community volunteer, and now City Council Member is something I am very grateful for.”
He sees his role as both a responsibility and an opportunity to give back.
“For me, serving on City Council is a way to give back and pay it forward,” he said. “This moment is not just about me. It is also about showing more residents that their voices matter and that they can be part of local government.”
Now sworn in, Tran says he plans to spend his early weeks meeting with residents, neighborhood leaders, small business owners, and community groups across District 1 to better understand their concerns.
Among the earliest issues already raised: data center development in the district. Residents have expressed concerns about its potential impact on traffic, noise, drainage, and overall quality of life.
“My goal is to work with city staff to help residents get clear and accurate information and make sure their concerns are heard,” Tran said.
He also plans to keep residents informed about infrastructure improvements tied to Garland’s voter-approved 2025 bond program, particularly road and street projects that may affect daily commutes.
More broadly, Tran says he is focused on public safety, strong neighborhoods, economic development, small business support, and transparency in government.
“I also want to be clear that I was elected to serve all residents of District 1 and the City of Garland. My goal is to listen, be available, and work respectfully with residents, city staff, the Mayor, and my fellow Council Members to help move Garland forward,” he said.
Still, he acknowledges the importance of Garland’s diversity, something he calls one of the city’s greatest strengths.
“We have families from many cultures, speaking different languages, practicing different faiths, and sharing different traditions,” Tran said. “That is something we should be proud of.”
Jennifer Nguyen, a member of Garland’s Multicultural Commission, said Tran’s election is both meaningful and deeply personal.
“For more than 25 years, I have devoted myself to serving our community — without regard to ethnicity — making contributions driven by a humble hope, to help the next generation carry forward the tradition of remembering the one who planted the tree,” she said.
Nguyen said she was overcome with emotion during his swearing-in ceremony.
“Though I have grown resilient over time, I was profoundly moved and brought to tears during the swearing-in ceremony as Jimmy Tran’s name was called again and again. We will continue to guide and support him until he stands confidently on his own,” she said.
Nguyen framed the moment as part of a broader responsibility shared by immigrant communities.
“The United States welcomed us, offering hope for a brighter future,” she said. “In return, we have a responsibility to give back by helping build a strong, thriving community.”
For many in Garland, Tran’s historic election is more than a milestone — it’s a reflection of the city itself.
“I am grateful to serve a city as diverse and community-minded as Garland,” Tran said. “My goal is to work with people from all backgrounds to help build a stronger Garland for everyone.”
