On Tuesday at 2:09 a.m. a wind advisory was issued by the National Weather Service valid between 11 a.m. and 8 p.m. for St. Lawrence, Franklin, Clinton and Essex counties."Southwest winds 15 to 30 mph with gusts up to 50 mph expected," states the weather service.
