San Francisco reviews ‘dumb laws' flagged by residents
Apr 30, 2026
A San Francisco supervisor is taking a closer look at outdated or unusual city laws after asking residents to highlight rules that no longer make sense.
Supervisor Alan Wong invited the public to submit examples of what he called “outright dumb” laws, sparking a list of little-known regulatio
ns that may be outdated or unnecessary.
Among the submissions: a rule that prohibits carrying unwrapped bread in the city, a law that likely dates back to public health concerns during earlier eras.
Another requires for-profit libraries to obtain parental consent before lending books to anyone under 21, even though such libraries no longer exist.
A separate law mandates that textiles, including old clothing, be sanitized before being used as rags.
City leaders say the effort is aimed at identifying regulations that may be obsolete and could be updated or removed.
