After string of deadly shootings and crashes, Henrico community marks Crime Victims’ Rights Week

HENRICO COUNTY, Va. (WRIC) — After a series of deadly shootings and crashes across Central Virginia, community members gathered in Henrico County to mark National Crime Victims’ Rights Week alongside local law enforcement.

ril 23. It brought neighbors and county leaders together in the name of public safety.
"Victims come in many different [forms,]" said Henrico County Police Chief Eric English during the event. "Whether it be a gun, whether it be shooting, whether [it's a] stabbing, whether [it's a] domestic assault -- any type of victim is far too many."
Earlier this week, English worked with the Richmond Police Department to arrest 41-year-old Levy Nelson. Nelson is accused of firing shots at a 38-year-old woman and her two children in a domestic shooting on Tuesday, leaving 18-year-old Zion Terry of Richmond dead.

"It's just hard to fathom that somebody would do that to be that evil, to take the lives of your loved ones, that's very disheartening," he said. "And so it's difficult, because it's not like it's something I haven't seen before."
The week before that tragedy, another domestic shooting took the life of a 28-year-old mother, Barbie Perez, in Chesterfield County.
While these shootings have left communities heartbroken, the week also aims to highlight survivors and victims of all crimes -- like Natalie Rainer, who was hit by a drunk driver while biking with her friend in Henrico County.
"My friend Jonah was killed in the crash, and I sustained multiple life-threatening injuries," she said. "And in the aftermath, I was hospitalized for two months."

Since her crash in 2022, Rainer has turned to pedestrian and bike safety advocacy work. She said 2025 was the deadliest year for bicyclists and pedestrians in the Richmond region -- and this year, 8News has reported on 15 deadly crashes so far.
"When you go through a life-changing experience with crime, and you are the survivor of a crime, there are people that have your back," Rainer said.
