Embattled Celina ISD is once again the focus of allegations of employee misconduct. This time, it involves the recently retired head football coach whose own son faces state and federal charges of sexual misconduct against children. On Tuesday, the Texas Education Agency revealed that William “ Bill” Elliott’s educator certification was permanently revoked by the agency last week and that his name was placed on its “Do Not Hire” registry. According to the TEA, ‘a revoked certificate has been rendered permanently invalid without the opportunity to reapply for a new certificate. This action was agreed to by the educator in question as part of an agreed revocation process.’ The Celina Police Department released a statement late Thursday afternoon, stating that the department was contacted by the TEA in November 2025 regarding allegations of criminal misconduct that were reported to have occurred in 1995. Celina ISD said the district was notified last Friday that Bill Elliott had voluntarily surrendered his educator certificate in lieu of a TEA investigation into an allegation of misconduct in 1995, when Elliott was a teacher. Neither the TEA, Celina ISD, nor the Celina Police would expand on the allegation and whether it involved a student or a staff member. The district said it did not know about the allegation until after the district accepted Elliott’s resignation. The district allowed the revered head football coach to retire in January, after 33 years with the district. During this time, the district found itself embroiled in a sex abuse investigation involving Elliott’s son, William Caleb Elliott. Caleb Elliott also worked in the school district as a middle school football coach, where he’s accused of secretly recording boys in the locker room and forcing some boys to perform exercises while nude as a form of punishment, according to court records. The younger Elliott’s case is still pending. A subsequent investigation by Celina ISD and the Celina Police Department found no evidence of a cover-up, but the district determined Elliott Sr. had used his position to get his son hired. According to a statement provided by Celina Police, a detective contacted the reporting party in the fall of 2025, but the person stated that the allegation was not reported in 1995. After reviewing the available information and considering the applicable statute of limitations, it was determined that a criminal investigation could not be pursued. The Celina Police Department takes all allegations of this nature seriously and carefully reviews each report in accordance with the facts and applicable law. Currently, no additional information is available, and the Celina Police Department respectfully asks the public to honor the privacy of the reporting party.’ It is unclear what led Elliott Sr. to voluntarily surrender his teaching certificate rather than engage in the TEA’s investigation.
