Cuellar breaks with party to reopen government, says ICE is paid

South Texas Democratic Congressman Henry Cuellar was among a few lawmakers on Thursday to break ranks with his party and voted to end the partial government shutdown. He told media most workers at DHS are getting paid during the shutdown, including ICE agents.
