The incident occurred on Thursday, March 5 in SF's Tenderloin district near Larkin and Cedar streets. At around 5:30 p.m., Mayor Lurie and his security detail came across a group of people blocking the roadway, the DA's office said.
Lurie, accompanied by a member of his security detail -- a San Francisco police officer -- got out of the car and asked the group to get out of the way. The DA's office said that Phillips became "argumentative" and stepped toward the mayor.

As the SFPD officer intervened, Phillips got into his face and said, "Bruce Lee I'll kick your ass!" according to the DA. Phillips was pushed back by the officer, fell to the ground, and then got back up and took down the officer.
The incident was caught on video.
Phillips, who was arrested for suspicion of homicide seven years ago, is expected to be released Thursday.
