The latest numbers show a troubling trend of car thieves getting away with their crimes in Richmond. Police report car thefts are up about 29% so far this year over the same period as last year. The Richmond Police Department adds the number of arrests is down dramatically — arrests of car thie ves are down more than 60%. The police department said thieves getting away are a direct result of Flock cameras, which read license plates, being turned off. Jodi Hernandez takes a closer look at the issue.
