South Dakota lawmakers return to the Capitol Monday for a full slate of committee hearings and floor action on the 30th of 38 legislative days. The Senate Health and Human Services Committee convenes to consider bills requiring schools to teach prenatal human growth and development and revising the medical purpose defense in cannabis prosecution cases. The House State Affairs Committee takes up a measure that would shield residents from utility cost increases tied to data centers and establish clearer state authority to regulate them. The House Education Committee meets to vote on a bill that restricts student cell phone use during the school day. The Senate State Affairs Committee hears a bill that would change the state’s legal definition of abortion. The panel also considers a measure requiring employers to use the federal E-Verify system to confirm workers hold legal employment eligibility. The House Judiciary Committee acts on a package of Attorney General-backed bills, including one that would ban the creation and distribution of digitally fabricated images or videos of identifiable individuals. The Joint Committee on Appropriations meets to set budgets for the South Dakota Retirement System, the Governor’s Office, the Department of Public Safety and other state agencies. Both chambers convene at 2 p.m. for floor action. The House takes up a bill that would provide a tax credit for owner-occupied property and another that authorizes construction of a trades center at Lake Area Technical College. The Senate considers executive appointments and a measure requiring social media companies to provide users their collected personal data on request. The House State Affairs Committee meets again at 3 p.m. to consider bills requiring proof of citizenship to register to vote and revising the state’s minimum age for marriage. The panel also takes up a proposed constitutional amendment that would remove the lieutenant governor as presiding officer of the Senate. The Senate Health and Human Services Committee also meets at 3 p.m. to consider a bill regulating the sale of nicotine products.
